There are numerous official agencies, businesses and industries controlled by various ministries in Cuba, all under the umbrella of the centrally controlled Cuban government.

We have compiled a complete list of Ministries in Cuba for you. However, the Cuban government is in the process of reorganizing Cuban ministries.

Central Bank of Cuba

  • To issue the national currency and seek for its stability. 
  • To contribute to the macroeconomic balance and orderly development of the economy. 
  • To keep custody of the country’s international reserves. 
  • To propose and implement a monetary policy which allows to attain the economic goals established by the country. 
  • To ensure normal internal and external payment operations. 
  • To dictate mandatory regulations. 
  • To exercise the functions related to the discipline and supervision of the financial institutions and representative offices authorized to establish themselves in the country and of any other entrusted to it by the laws. 

Besides the aforementioned classical functions, Banco Central de Cuba must undertake other challenges:  

  • to improve the monetary system, in such way, that it can make feasible execution of the economic activity, enable its accurate measure, contribute to making efficiency analysis on real basis and encourage the efficacy of the economy in general and, particularly, work productivity and to 
  • normalize the external financial relations of the country – including the foreign debt issue - and support credit management of banks integrating the national system and of Cuban enterprises by means of bilateral contacts with other central banks, export credit insurance companies and other official and private financial institutions.

The Cuban Civil Aviation Institute is the body responsible for directing, implementing and monitoring state and government policy related to air transportation, civilian air navigation and its auxiliary and connected services.

The Cuban Radio and Television Institute is the body responsible for directing, implementing and monitoring state and government policy related to television and radio broadcasting.

National Institute of Sports, Physical Education and Recreation

The National Institute of Sports, Physical Education and Recreation is the body responsible for directing, implementing and monitoring state and government policy related to sports, physical education and recreational programs.

The Ministry of Agriculture is the body responsible for directing, implementing – within its jurisdiction – and monitoring state and government policy related to:

  • The use, conservation and improvement of land used for cultivation and the ownership and possession of agriculture and forestry land 
  • Plant Health 
  • Veterinary medicine 
  • The conservation, management, rational use and sustainable development of forest resources and the country's wild flora and fauna 
  • The protection and growth of the country’s cattle stocks 
  • The mechanization and irrigation of production programs within its jurisdiction 
  • The production of agricultural crops other than sugar cane, livestock and forestry 
  • The cultivation and production of rice, tobacco, citrus fruits, apicultural products, poultry, feed, forestry products, and others for which it is given responsibility by the Executive Committee of the Council of Ministers 
  • The harvesting and use of agricultural and forestry product 

Ministry of Auditing and Control

The Ministry of Auditing and Control is the body responsible for administering, implementing and monitoring the way government and state policies concerning the prevention and detection of, and fight against incidences of administrative corruption are applied.

It is also responsible for auditing the government, for governmental regulation and control and for methodologically regulating, organizing administering and controlling the National Auditing System.

Ministry of Basic Industry

The Ministry of Basic Industry is the body responsible for directing, implementing and monitoring state and government policy related to the following activities:

  • The generation, transmission, distribution and marketing of electrical energy 
  • The production and distribution of fuel and lubricants 
  • The prospecting, exploration and extraction of oil and gas 
  • The prospecting, exploration, extraction and exploitation of solid minerals 
  • The production of fertilizers, chemical fibers, industrial gases, plastic articles, pesticides, paints, colorants, varnishes and other chemical products 
  • The production of tires, inner tubes and rubber products 
  • The production and conversion of paper, cardboard and wood pulp 
  • The production of glass and glass products

The Ministry of Construction is the body responsible for directing, implementing – within its jurisdiction – and monitoring state and government policy related to:

  • Geological engineering explorations for construction purposes 
  • The drafting of designs for construction and installation projects 
  • Civil construction and industrial installation 
  • Maintenance and repair of housing and urban developments 
  • Building maintenance 
  • The development of civil, industrial, road, waterway and dredging projects, which are of benefit to the state 
  • The manufacturing of concrete and asphalt and prefabricated concrete products 
  • The implementation of measures for monitoring the application of the General Housing Act and the housing supply, including the pronouncement or proposal of necessary regulation

The Ministry of Culture is responsible for directing, guiding, monitoring and implementing, within its jurisdiction, the application of state and government cultural policy.

It is also responsible for guaranteeing the protection, preservation and enhancement of Cuba's cultural heritage.

The Ministry of the Fishing Industry is the body responsible for directing, implementing and monitoring state and government policy related to the exploration, conservation, extraction, cultivation, processing and marketing of fishing resources and the merchant fleet.

The Ministry of the Food Industry is the body responsible for directing, implementing and monitoring state and government policy related to the production of:

Ministry of Foreign Affairs

The Ministry of Foreign Affairs is the body responsible for researching, contributing to the drafting of and implementing the foreign policy approved by the state and government.

Ministry of Foreign Investment and Economic Cooperation

The Ministry of Foreign Investment and Economic Cooperation is the body responsible for promoting foreign investment in Cuba, on the basis of the development strategies and policies established by the state and government.

In coordination with the authorized bodies, it directs the corresponding negotiation processes and coordinates and advises on the implementation and fulfillment of state and governmental policy concerning economic cooperation.

Ministry of Foreign Trade

The Ministry of Foreign Trade is the body responsible for directing, implementing and monitoring the application of state and government policy related to foreign trade operations.

The Ministry of the Interior is the body responsible for directing, implementing and monitoring the application of state and government policy related to the organization, maintenance and defense of the country's security and internal order.

The Ministry of Justice is the body responsible for assisting the government with the preparation and implementation of legal policies; it advises on legislative processes and employs the powers granted to it by the law with respect to Provincial and Municipal Courts.

It is responsible for the management and technical, regulatory and methodological control of the activities for which it is responsible, and for promoting the development of legal activities.

Ministry of Labor and Social Security

The Ministry of Labor and Social Security is the body responsible for directing and monitoring state and government policy related to employment, salaries, social assistance, and safety and prevention.

Ministry of Light Industry

The Ministry of Light Industry is the body responsible for directing, implementing and monitoring state and government policy related to the following activities:

  • The production of textiles, clothing and leather goods 
  • The production of soaps and perfumes; wood furniture; wood, paper, cardboard and bristol board packaging; clay, earthenware and porcelain goods; and metal products 
  • The production of plastic articles, objects of art, and other cultural products that are primarily for personal and domestic use. 

Ministry of Public Health

The Ministry of Public Health is the body responsible for directing, implementing and monitoring state and government policy related to public health, the development of medical sciences and the medical-pharmaceutical industry.

Ministry of the Revolutionary Armed Forces

The Ministry of the Revolutionary Armed Forces is the body responsible for directing and implementing state and government policy to defend the country’s sovereignty and independence and the principles of the Socialist Revolution.

Ministry of Science, Technology and the Environment

The Ministry of Science, Technology and the Environment is the body responsible for directing, implementing and monitoring state and government policy related to science and technology, environmental policy and the non-violent use of nuclear energy, promoting its systematic integration in the country's development, as well as regulating biological security and monitoring chemical substances controlled by the convention on chemical weapons.

Ministry of Sugar

The Ministry of Sugar is the body responsible for directing, implementing – within its jurisdiction – and monitoring state and government policy related to sugar cane cultivation and the processing of sugar cane and its derivatives, with the aim of achieving sustainable development of production, in order to meet domestic and export demands.

Ministry of Tourism

The Ministry of Tourism is the body responsible for directing, evaluating, monitoring and implementing, within its jurisdiction, state and government policy related to tourism.
